This safety alert is issued as an amendment to an initial safety alert raised following the Buncefield Explosion & Fire in 2005 and concerns high level safety devises that prevent tank overfill.

Reynolds Training Services Ltd has been awarded accreditation by the National Skills Academy Process Industry (NSAPI) as an Academy Centre for Technical Competence. With offices located at the Innovation Centre Europarc Great Grimsby, Reynolds Training Services (RTS), provides comprehensive training and competence assessment for the Bulk Liquid Warehousing and Energy Sectors, covering areas including health & safety, jetty and terminal operations, and safety management. The company has been approved by the National Skills Academy Process Industry, as an Academy Centre for Technical Competence giving RTS their seal of approval for the courses and training that RTS develop. The National Skills Academy Process Industry is an employer-led centre of excellence for skills and training needs in the chemical, polymer, pharmaceutical and downstream petroleum industries. It promotes training and encourages employers to invest in the training of their staff, so the current workforce can compete to an industry-wide gold standard. “We are delighted to welcome Reynolds Training Services Ltd on board and a part of the Academy Training,” says Iain Taylor, Regional Manager of the National Skills Academy Process Industry. “We have seen how Reynolds Training Services has grown and developed over the last couple of years, and can see that they are training providers that really will make a difference to the training industry.” Iain Taylor presented John Reynolds, Managing Director of Reynolds Training Services Ltd, with a certificate for their accreditation, at a presentation at the RTS offices in Grimsby. “RTS is thrilled to be receiving this accreditation which cements our relationship with the Academy, and further underpins RTS’s development,” says John Reynolds. “RTS has been supported by the Academy from an early stage and I see the Academy as a key element to our development. On a personal note, thanks to Iain for his continued trust and support in RTS at an early stage. It’s all about support, as the Academy supports us; we support our clients in the same way.” Reynolds Training Services has spent the last few months going through the accreditation process, meeting the stringent requirements of the academy, which is also linked to Cogent (The Industry Sector Skills Council). Cogent works with the government to influence policy, and also stakeholders to secure funding for strategic plans in the chemicals industry. The HSE has published the Phase 1 Report studying aging plant and equipment.

The correct Isolation of plant and equipment during maintenance work in high hazard industries is one of the key prevention measures in safeguarding against loss of containment.
The HSE has produced a guidance document, The Safe Isolation of Plant & Equipment which reflects current industry good practice standards, also taking account of human factors within the isolation process. Page 26 of the guidance provides hierarchal categories of isolation detailing the approved methods while page 52 provides a summary of isolation techniques.
